Spain's conservative government on Friday moved to tighten restrictions on abortion as the cabinet approved a bill that would allow the practice only in the case of rape or when there is a serious health risk to the mother or fetus. Three years ago, the previous government made abortion widely legal before the 14th week. But the governing Popular Party made changing the law one of its main campaign promises in 2011. The bill has been opposed by most opposition parties and women's groups. The Popular Party's large majority in Parliament means that the bill is likely to become a law.
